Dr. Wilkins has been in the evaluation field since the early 90s, starting in healthcare, insurance and finally energy efficiency. He obtained his Ph.D. at Claremont in Economics along the way. He is a native Californian and is working his way down the state, starting in Monterey and possibly retiring in the Mojave where astronomy is much better.
